Il perseguimento della “quadratura dei conti” ha appesantito il sistema burocratico ostacolando, di fatto, l’innovazione e l’introduzione di tecnologie. Risulta quindi necessario attuare strategie per evitare di essere stretti nella morsa della burocrazia. ; The pursuit of "balancing the accounts" has burdened the bureaucratic system, effectively hindering innovation and the introduction of technologies.
