Abstract
The “America’s AI Action Plan” sets out the U.S. Government’s strategic and policy guidelines on deregulation, investment, and the development of artificial intelligence, strengthening the role of private-sector actors and minimising public intervention. The Action Plan stands out for abandoning the criterion of prudence, albeit minimal, provided for in Executive Order No. 14110, issued during the Biden presidency and subsequently revoked on 20 January 2025, the day of the inauguration of Donald J. Trump’s second presidential term. The Action Plan was conceived as a twofold challenge: on the one hand, against China, identified as the leading competitor, and on the other, against Europe, considered merely a producer of regulations and, therefore, a source of obstruction. The stated goal is to transform the race for artificial intelligence into a modern “gold rush”, evoking the myth of American wealth at the end of the 19th century, in line with Trump’s election slogan “Make America Great Again”.
