Abstract
From thinking to planning: a matter of territorial governance This scientific paper aims at restoring the link and the connection between government and governance in the territorial planning process and in the town planning customs in Italy from the end of the Second World War until nowadays. The precise target of this paper is to portray and highlight how the management of territorial conflicts, which come from different opinions of development, and the alliance between government and governanceare simultaneously the question and the strategic operational answer which shows in the territorial planning the passage between thinking and acting. At the same time, the new Italian institutional architecture, which comes from the propulsive boost of the European Union carrying out a model of bottom up development, and the new models of governance lay down conditions to find in the history of town and territory customs of transformation and development of modern town planning, conceived as disciplinary experience which comes from the turbulent interaction between different branches in time and space, the operational answers in carrying out state policies and expectations of territorial and urban development. The second reading of evolution of inner logics of modern and less modern town-planning schemes has allowed to recognize in the "Primo Convegno Nazionale per la Ricostruzione Edilizia" which took place in Milan in 1945, in the "Concorso di idee per lo studio del nuovo Piano regolatore Generale" again in Milan in the same month and in the "Convegno per lo studio delle direttive per il nuovo Piano regolatore generale di Milano" the ingredients of the new and up-to-date connection between government and governance. As it comes out from analysis and tests done, the new mixture of ingredients, which are still relevant, need a new disciplinary DNA definition. The connection of definition and implementation of state policies, which create government top-down performances as a hierarchical pyramid according to conditions and to results of government activity rather than his institutional set-up, as well as new decision-making rules that the different actors have in the planning dynamics in order to share their ideas of development, to establish priorities, to undertake their responsibility and to accomplish the decisions they took in an integrated way, identify this new DNA. Since the end of the war, administrative decentralization, public help, public and private funds, government network are also the keywords of the disciplinary debate to build the link between thinking and acting. Finally, the same analysis of the tangled matter concerning the reconstruction of Milan highlights as the absence of a model of governance has allowed, on the one hand, the birth of a conflicting approach for the choices of transformation and development of the town from Fascism to democracy and, on the other hand, it has stiffened and extended in time the passage between expectations of transformation and implementation of decisions taken.
